Hello!
Great questions! We are currently working on getting some functionality into place like what you described above. In the near future we're hoping to create automated emails to people who are moved from the Wait list as well as give notification to Calendar administrators of this change. Unfortunately because we do not have this into place quite yet, a lot of admins are still disallowing members to delete themselves from events a few weeks prior to the event happening. This allows for administrators to have a better grasp on who is definitely coming to the event and who needs to be bumped up from the Wait list to attend.
